Structure, Powers & Role in AYUSH Education (2025 Guide)

What Is the NCISM?

The National Commission for Indian System of Medicine (NCISM) is a statutory body established under the NCISM Act, 2020. It came into force through a Gazette notification dated 21st September 2020.

The commission governs and regulates medical education, institutions, professionals, and practices in the fields of:

  • Ayurveda
  • Unani
  • Siddha
  • Sowa-Rigpa

Key Vision & Purpose of NCISM

NCISM works to modernize India’s traditional medical systems while preserving their cultural depth. Its objectives include:

  • Improve access to affordable, quality AYUSH education
  • Develop skilled and ethical medical professionals
  • Promote community-oriented healthcare
  • Support evidence-based AYUSH research
  • Maintain a National Medical Register for ISM
  • Implement transparent evaluation of colleges
  • Foster a culture of innovation in traditional medicine
  • Establish an efficient grievance redressal mechanism

NCISM aims to bridge tradition and modernity in AYUSH education and practice.

What Is MARB Under NCISM? (Medical Assessment & Rating Board)

The Medical Assessment and Rating Board for ISM (MARB-ISM) is a core unit within NCISM that ensures compliance and quality in education.

Key Responsibilities of MARB-ISM:

  1. Assessment & Rating:
    • Evaluates whether institutions meet the educational norms.
    • Assigns performance ratings to colleges.
  2. Granting Approvals:
    • Grants permission for new colleges or increased intake.
    • Approves launch of new courses (BAMS, PG, etc.)
  3. Quality Assurance:
    • Conducts inspections, surprise audits.
    • Takes action for non-compliance: fines, warnings, recognition withdrawal.
  4. Transparency:
    • Publicly lists approved colleges and ratings.
    • Collaborates with independent third-party assessors.
  5. Support to NCISM:
    • Acts as the quality-checking arm of the commission.
    • Implements national guidelines fairly and uniformly.

Why Students Should Understand NCISM & MARB

NCISM governs the entire lifecycle of AYUSH education — from syllabus to internships and registration.

Before applying to any BAMS/BHMS/BUMS/BNYS college, students should:

  • Verify NCISM approval status of the college
  • Confirm if MARB has granted admission capacity for that year
  • Ensure the hospital and faculty standards are maintained
